On November 5th, 2025, the San Diego City Council’s Economic Development & Intergovernmental Relations Committee heard an informational update on Seaport San Diego. The Seaport San Diego team shared updates on the project, current status, and renderings of the proposed parks and public open space along the bayfront. The presentation included the latest on progress through the environmental review process, infrastructure financing, and the recently signed Memorandum of Understanding with the California Coastal Commission that established a framework for early review along with timelines for future determinations related to the Seaport San Diego project. Following the project presentation, committee members provided input. The Seaport San Diego team was encouraged by the positive feedback on the overall vision, infrastructure financing plans, jobs creation, increased public access, and more. Councilmember Raul Campillo, who chairs the Committee, considered Seaport San Diego as one of the most significant developments shaping San Diego’s next two decades. He went on to highlight Seaport San Diego as a transformative, long-term project that will revitalize the waterfront while emphasizing sustainability, jobs, and public access. Council President Pro Tem Kent Lee added that San Diego can and should envision and advance bold development projects like Seaport San Diego. He emphasized that tax increment financing strategies like Enhanced Infrastructure Financing Districts (EIFDs), which are being studied for Seaport San Diego, are important to generate funding for public infrastructure and investments. Councilmember Jennifer Campbell expressed strong support for the project, praising Seaport San Diego’s positive impact on the city’s beauty and affirming her willingness to help advance it. Councilmember Henry Foster III, who serves as the Vice Chair of the Committee, asserted that an EIFD is good tool to help connect the dots of everyone’s goals at Seaport San Diego. He further underscored that Seaport San Diego will transform the waterfront, expand public access, and enhance educational opportunities.
